Zoe is a human geographer with expertise on environmental governance, agrarian change and rural development, with a strong focus on community-based and participatory approach. Her research concerns the politics of environment and development across Asia-Pacific region. She currently convenes the Master of Global Development and co-convenes the Master of Public Health–Master of Global Development at JCU. Drawing on extensive fieldwork in Australia, China, and Taiwan, she investigates how policies, markets, and development interventions influence natural resource use and local outcomes.

Zoe holds a PhD in Human Geography from the University of Sydney, a Master of Environmental Management from Yale University, and a Bachelor of Science from National Taiwan University. Before joining JCU, Zoe held research appointments at the University of Melbourne and City University of Hong Kong.
