Louis de Mesnard est professeur de Sciences de Gestion, agrégé de Sciences Economiques, à l'IAE Dijon de l'Université de Bourgogne. Il est membre du laboratoire CREGO (EA 7317). Il est titulaire d'un doctorat d'Etat ès Sciences Economiques à l'université Paris 1 en 1988, d'un doctorat de 3e cycle en économie à l'université de Bourgogne en 1979, et d'un MBA à l'EM Lyon en 1977.
Théoricien éclectique, il écrit surtout des articles d'économie formalisée concernant les problèmes que posent les modèles économiques dans divers domaines, particulièrement celui des échanges intersectoriels, des marchés (télécommunications), micro-économiques (allocation des ressources rares) et de la diffusion de la pollution. Il s'intéresse aussi à l'entreprise, particulièrement à ses objectifs stratégiques et financiers et à la gestion de la production. Il a aussi travaillé dans le domaine de la scientométrie - bibliométrie sur les regroupements d'université ou la façon de compter la production des chercheurs. Il a été vice-président de l'université de Bourgogne. Ses travaux sont essentiellement publiés en anglais dans des revues internationales à comité de lecture. Il aime aussi réfléchir aux problèmes de société, particulièrement sur le plan des principes formels.
