- Professor of the Practice of International Development, Johns Hopkins University
Between 2012 and 2019 I was the academic director of the Nelson Mandela School of Public Governance at the University of Cape Town. I currently teach at the Luskin School of Public Affairs, UCLA. Between 2012 and 2024, I was Professor of Practice at the School of Advanced International Studies, Johns Hopkins University in Washington DC. I worked at the World Bank from 1989 to 2012, as manager of the Africa Vice Presidency Public Sector Reform and Capacity Building Unit and as head of the secretariat responsible for the design and implementation of the World Bank Group's governance and anti-corruption strategy. I have published widely on the interactions among institutions, political economy and development policy, including Working with the Grain: Integrating Governance and Growth in Development Strategies (Oxford U Press, 2014; www.workingwiththegrain.com). I completed my Honours in economics at the University of Cape Town in 1976, and my PhD in economics at Harvard University in 1983.
