- Professor of Law, University of Liverpool
Amandine Garde (PhD) is Professor of Law at the University of Liverpool in the UK. Her expertise lies at the crossroads of consumer protection, food, public health, and trade law and policy. In 2015, she established the Law & Non-Communicable Diseases Research Unit, which advises international organisations, civil society, public health agencies and governments on the effective regulation of the commercial determinants of health to promote better health for all. She is Senior Editor of the European Journal of Risk Regulation and Editor of Elgar’s Health and the Law series.
Over the last 15 years, she has worked closely with the WHO (where she was seconded in 2013), UNICRF and the European Union for whom she has written policy reports and developed legal capacity building courses on the prevention of NCDs, and food, alcohol and tobacco marketing more specifically. She sits on various advisory groups of civil society organisations working for the prevention of chronic diseases in the UK and beyond. She was a member of The Lancet-Chatham House Commission on Improving Population Health (2020-2025) and founding president of the Law and Public Health section of the European Public Health Association from 2021 to 2024. She is currently Principal Investigator of a three-year NIHR-funded project (2023-2026) on trade challenges and the prevention of non-communicable diseases at the WTO. She is an honorary member of the UK Faculty of Public Health. She does not accept any funding from any health-harming industries whose regulation she promotes to protect the integrity of her research.
Before moving to Liverpool in 2013, she lectured at King's College London (where she obtained her PhD), at the Faculty of Law in Cambridge (where she was also a Fellow of Selwyn College), at the University of Exeter and at the University of Durham. She spent a year as a postdoctoral fellow at the European University Institute in Florence in 2005-2006 and is also a qualified solicitor.
