Tom Shipley is a Research Fellow at the Centre for the Study of Corruption (CSC). He is embedded in the Governance & Integrity, Anti-Corruption Evidence (ACE) programme, where he works on the state capture theme.

Beginning at Transparency International, Tom has worked in the anti-corruption field since 2009. He subsequently worked at the business risk consultancies, Control Risks and The Risk Advisory Group, managing complex corruption and money laundering investigations. Prior to starting his own research, Tom was an Executive specialised in business integrity at the UK development finance institution.

Tom's principal research interest concerns how to design more impactful anti-corruption policies. Tom completed his PhD at the CSC where he analysed donor approaches to evaluating the impact of anti-corruption measures. Alongside this research, Tom has provided expert reports and analysis for a range of organisations working on these themes including GIZ, the Natural Resource Governance Institute, Transparency International, the U4 Anti-Corruption Resource Centre, the UK Home Office, USAID and the World Bank.

Tom holds a BA in French and History from the University of Warwick, an MA in Conflict, Security and Development from King's College London and an MSc in Social Research Methods from the University of Sussex.
