Dr Tilly Clough is a Lecturer in Law at Queen’s University Belfast. Her work sits at the intersection of charity law, education law, and public policy, with a particular focus on the regulation of fee-charging charitable schools and the meaning of ‘public benefit’ in contemporary charity law. Since completing her doctorate in 2024, she has developed a programme of empirical and doctrinal scholarship examining how charitable status operates in practice. Her recent work explores the governance, accountability, and social role of private schools in England and Wales, combining analysis of charity law’s practical implications with policy-facing research aimed at informing debates on reform.
