I am an expert on the performance and effectiveness of international organizations, particularly international financial institutions, and their roles in global and regional governance. Within that area, I am an expert on the World Bank, IMF, and regional development banks, such as the ADB and the AIIB. I am the author of The Asian Infrastructure Investment Bank (AIIB): China's Multilateral Experiment (Oxford University Press, 2025); International Organizations in World Politics (CQ Press, 2023 and 2016), and Banking on the Environment: Multilateral Development Banks and Their Environmental Performance in Central and Eastern Europe (MIT Press, 2002). I served as a Council on Foreign Relations Fellow at the IMF’s Independent Evaluation Office (IEO), part of a team evaluating Bank-Fund collaboration. I have also consulted for the Asian Development Bank's independent evaluation division on issues related to the bank's corporate strategy and internal collaboration. I am a member of the Bretton Woods Committee.
