Sarah Whitmore

Dr Sarah Whitmore is an Associate Professor in Politics at Oxford Brookes University. She has been researching Ukrainian domestic politics for 30 years. Her focus is the evolution of formal institutions and their significance in structuring and reproducing power, and she has published widely on parliamentary politics, including a monograph, State-Building in Ukraine: The Verkhovna Rada (Routledge 2004). A second focus is Ukrainian state functioning during war, including democratic civilian control of the military. She has given briefings to the FCDO and US Department of State on Ukrainian politics, as well as numerous media interviews.
