Professor Emeritus of Political Science at the University of Pittsburgh, former Director of the European Studies Center and Director of the Center for Russian and East European Studies. Director of Research for Radio Free Europe at the time of the fall of the Berlin Wall.

Fulbright-Schuman Scholar in Rome and a DAAD Research Fellow at the American Institute for Contemporary Germany Studies. Transatlantic Academy Fellow at the German Marshall Fund. Fulbright Research Scholar, Fulbright Distinguished Lecturer, Research and Guest Scholar at the Woodrow Wilson International Center for Scholars and Senior Fellow at the United States Institute of Peace.
