I have graduate degrees in law and in bioethics. I represented hospitals in Colorado for three years out of law school. I then began teaching as part of bioethics work I was doing at the Medical College of Wisconsin. A few years later I sent a year as a bioethics fellow at the University of Minnesota where I began scholarly writing under the mentorship of a health law professor there. I started teaching as a full-time legal academic in 1997 and have been a law professor ever since, having worked at Chicago-Kent College of Law, Penn State's DIckinson School of Law, and Saint Louis University School of Law. I spent about 10 years directing the Center for Health Law Studies at SLU, which is widely recognized as the nation's premiere health law program. I am co-author of the nation's most widely adopted health law casebook. I am also a former Robert Wood Johnson Foundation fellow in public health law teaching innovation. My scholarship focuses on public health law and policy with a particular emphasis on infectious disease control and pandemic preparedness.
