Australia has been thought to be a less equal society than many European ones. But Australian incomes turn out to be as evenly distributed as those in France when everything is taken into account.
In 1992 64% of the top 1% had been there the year before. By 2017 that proportion had grown to 73%.
At 33%, New Zealand’s highest income tax rate is relatively low compared to other economies. Lifting it and cutting tax for low-income earners could improve welfare.
Less than 15% of the most disadvantaged people in Australia exit poverty from one year to the next. We need to design policy to tackle this.
