Muhamad Saleh is a Program Manager Policy and Strategic Litigation Center of Economic and Law Studies (CELIOS). He holds a degree in Constitutional Law and focuses his work on legislation-making processes, regulatory reform, energy transition and environmental law, licensing governance, regional autonomy, and litigation in administrative and constitutional courts.

He is actively involved in advocating for vulnerable communities, including victims of environmental degradation and individuals criminalized in resource-related conflicts. Saleh has also taken part in strategic litigation efforts challenging problematic regulations such as climate-related lawsuits through administrative courts as well as judicial reviews before the Supreme Court and the Constitutional Court. These judicial reviews typically target regulations that undermine citizens' constitutional rights, restrict civil liberties, and are drafted with minimal public participation.

In addition to his research and advocacy work, he lectures at Universitas Siber Muhammadiyah, an institution that offers distance legal education, particularly designed for working professionals and non traditional students.
