Mark Stephens holds the Mactaggart Chair in Land, Property & Urban Studies at the University of Glasgow.
He has more than 35 years' experience of researching and analysing housing policy.
He has particular expertise in comparing housing systems internationally, housing and its relationship with poverty, and housing and the economy (including the role of central banks).
He has conducted research and analysis for a range of international agencies including the European Commission, European Parliament, UN, OECD, and the Council of Europe Development Bank.
Key research projects include the Evaluation of English Housing Policy (UK Government), the EU Study on Housing and Exclusion (European Commission) and ongoing EU-Horizon research, EqualHouse.
Mark headed an Expert Panel on Housing for the UK government, and has held a number of advisory roles in Scotland. He is Lead Editor of the UK Housing Review (since 2018), published annually by the Chartered Institute of Housing.
In recent years, Mark has developed links with Australian research. He is an Honorary Professor at The University of Sydney and an Adjunct Professor at Adelaide University. The latter followed the award of an International Fellowship by the University of Adelaide in 2025. His research has included a comparative study of the role of housing in the monetary policies of the Reserve Bank of Australia and the Bank of England.
Mark is co-founder and co-convenor of the Australia-UK Housing Network, which seeks to inform policy development in both countries.
Mark also has a long-standing interest in academic publishing. He was the founding Editor of the International Journal of Housing Policy and is currently the Chair of its Management Board.
