I received my BA (hons.) in Political Science from the University of British Columbia and my doctorate from the University of Oxford. My dissertation, "The Canadian Model of Free Speech Protection" (1997) looked at parliamentary and non-parliamentary regimes from the perspective of freedom of expression as a public good. My early work focused on free speech and constitutionalism, before turning to trade and health policy, comparative political economy, and popular culture as objects of study.
Prior to joining Athabasca University's faculty in 2007, I held several positions at Canadian universities and at both levels of government, including stints as a policy analyst with the Ministry of Labour in Queen's Park, Toronto and with the Department of Foreign Affairs and International Trade in Ottawa.
