Dr Julia Hartelius has over a decade of humanitarian sector experience, with expertise in accountability, governance, and how evidence shapes decision-making. Her work examines power structures within humanitarian systems and advances more equitable, decolonised approaches to policy and practice.

Dr Hartelius' research explores whose knowledge counts as evidence, and how humanitarian organisations can develop more inclusive, context-responsive models of action. She has worked extensively across the Asia Pacific region with the International Red Cross and Red Crescent Movement. A particular focus of her reserch, as part of the Centre for Humanitarian Leadership, is challenging dominant humanitarian narratives by documenting locally led crisis response and advancing local leadership in academic, policy, and practitioner spaces.
