Julia Ellingwood

Julia Ellingwood is a Research Fellow on the Experimental Government Team, where she conducts trials primarily in education and homelessness. She has worked with a range of funders from the What Works network, including the Youth Endowment Fund (YEF) and Centre for Homelessness Impact (CHI). Additionally, she contributes to annual reporting on student mental health and civil service wellbeing, as well as authoring methodological guidance on running randomised trials in social policy. Alongside her research work, she contributes to curriculum design and teaches custom educational programmes through the King’s School for Government, on topics spanning policy evaluation and public management.

Before joining the Policy Institute, Julia was a researcher at the Hertie School (Berlin) and the Berlin Social Science Center (WZB), and has conducted research on public preferences on hate speech moderation, longitudinal studies on child health and behaviour, and investigating connections between work hours and voting participation. She holds a Master of Public Policy from the Hertie School.
