Johan Linåker is an Adjunct Assistant Professor in computer science at Lund University, and Senior Researcher at RISE Research Institutes of Sweden, specialising in empirical software engineering and open technologies. His work focuses on how public and private organisations adopt, develop and collaborate on open source software, open data and open standards to enable interoperability, technological independence and open innovation, which are core building blocks of digital sovereignty. He currently leads and contributes to several national and European initiatives on open source and digital sovereignty, including coordinating the EU funded OSAwards.eu project and facilitating national networks on open source and data for Swedish industry and the public sector. Linåker is also actively engaged in European policy and practice through studies on software reuse in local governments and governance models for European data spaces, giving him a close view of how procurement, regulation and open ecosystems can strengthen or undermine Europe’s digital autonomy in practice.
