Board-certified in internal medicine and public health, Jeffrey Hom is the Medical Officer for Science and Policy in the Substance Use Services section of the San Francisco Department of Public Health. There he advises on the use of population-level and equity-driven approaches to reduce the individual and collective harms of risky substance use and promote the well-being of San Franciscans. Jeff previously served as the medical director of the Division of Substance Use Prevention and Harm Reduction in the Philadelphia Department of Public Health, establishing the division and helping lead the response to addiction and overdose. A former lecturer in the MPH programs at the University of Pennsylvania and the Jefferson College of Population Health, he is equally interested in the intersections of health, policy, research and education.

A native San Franciscan, Jeff completed his undergraduate education with a degree in Art History at Bowdoin College. He received his MD from Harvard Medical School and his MPH from the Harvard School of Public Health prior to completing his residency in internal medicine-primary care at the University of California, San Francisco. Following residency, Jeff was a fellow in the Robert Wood Johnson Foundation Clinical Scholars Program at the University of Pennsylvania, where he obtained his Master of Science in Health Policy Research. He is currently pursuing a Doctor of Public Health (DrPH) as a Bloomberg Fellow at the Johns Hopkins Bloomberg School of Public Health.
