Isaac Garcia-Sitton

Isaac Garcia-Sitton is a seasoned leader in higher education with over 20 years of experience in international relations, business development, and diplomacy. His work focuses on the intersection of international education, immigration policy, and student success, advocating for reforms that enhance international student support and integration.

As Executive Director of International Student Enrolment, Education & Inclusion at Toronto Metropolitan University, he leads initiatives that strengthen enrolment strategies, student services, and policy advocacy. He has also held senior leadership roles at York University and McGill University, where he advanced internationalization and institutional growth through global partnerships.

Garcia-Sitton’s research examines international student recruitment, retention, and post-graduation integration, with a focus on improving immigration policies and institutional practices. He contributes to global engagement through board and advisory roles with the Canadian Bureau for International Education, the British Council, the Council of International Schools, and the Council of Ontario Universities, amongst others.

Before transitioning to higher education, he served as Consul General of Panama in Montreal and Vice-Consul General in New Orleans, strengthening international relations and policy development.

His contributions to higher education, immigration policy, and international student advocacy have earned him multiple prestigious awards, including:
