I am a professor at School of Public and International Affairs at the University of Pittsburgh and co-director of the Center for Governance and Markets. I study how real-world rules and incentives shape what communities and societies can achieve – why some places build institutions that help people cooperate and prosper, while others get stuck with corruption, gridlock, or bad policy that never seems to improve. A lot of my work looks at governance from the ground up: property rights, public policy, economic development, and how people solve collective problems when trust is low and the stakes are high. More recently, I’ve also been writing and working on the governance of emerging technologies like AI and blockchains, and what they mean for public institutions, markets, and everyday life.
