François-Olivier Picard is a Ph.D. student at the Institut national de la recherche scientifique under the supervision of Professor Jonathan Roberge. His thesis is entitled:
“Automation and New Asymmetries of Power: Analyses of Center–Periphery Relations in the Deployment of Artificial Intelligence in Canada.”
The project aims to study the formation of new forms of power asymmetries between web giants and the Government of Canada. It also seeks to analyze the relationships between the center (the federal government in Ottawa) and the peripheries (the Gaspésie–Îles-de-la-Madeleine region) in the deployment of artificial intelligence. This research is part of the broader field of critical studies on artificial intelligence and algorithmic governance.
François-Olivier lives part-time in the Magdalen Islands with his partner and their daughter, where he is an avid runner and sailor. Before beginning his doctoral studies, he worked as a senior advisor in ministerial offices in Ottawa.
