Ethem Ilbiz

I am Associate Professor of Global Politics and Cybersecurity Governance at the International Centre for Policing and Security, University of South Wales. My research examines how public and private actors cooperate and compete to govern digital and hybrid threats, from ransomware and online child exploitation to encryption, blockchain and AI policy, increasingly using computational methods. I also work on EU–Turkey relations and counter-terrorism, and co-authored EU, Turkey and Counter-terrorism (Edward Elgar, 2021). Before academia, I spent two decades with the Turkish National Police and the United Nations, including operational counter-terrorism command and a UN mission in Kosovo, experience that continues to shape my policy-focused research.
