Ergon Cugler de Moraes Silva é Conselheiro da Presidência da República no Conselho de Desenvolvimento Econômico Social Sustentável (CDESS), o Conselhão do Governo Federal. Graduado e pós-graduado pela USP, mestre em administração pública e governo pela FGV e cientista de dados pós-graduado pela Universitat de Barcelona. Pesquisador CNPq do Laboratório de Estudos sobre Desordem Informacional e Políticas Públicas (DesinfoPop/FGV). Autor do livro “IA-Cracia: Como enfrentar a ditadura das Big Techs” (Kotter Editorial, 2024), integra também o Centro de Estudos da Mídia Alternativa Barão de Itararé.

Ergon Cugler is a researcher affiliated with the Universitat de Barcelona. He has over 500 works, including scientific and opinion articles, interviews featured on verified platforms, and lectures delivered in Brazil and abroad. In 2022, he was recognized by the Cause Yearbook as one of the year’s emerging researchers and is the author of an article included in the official educational materials of São Paulo State schools and used in university exams and public service entrance tests. He holds a Master’s in Public Administration and Government from Getulio Vargas Foundation (FGV EAESP) and an MBA in Data Science and Analytics from the University of São Paulo (USP ESALQ). Selected by USP's International Agency (USP AUCANI) for a postgraduate course within the International Consortium with the University of Buenos Aires, the National Autonomous University of Mexico, the University of Barcelona, and the Complutense University of Madrid, he also holds a bachelor's degree in Public Policy Management from the University of São Paulo (USP EACH). Ergon is a member of the Bureaucracy Studies Center (NEB) and the Monitor of Political Debate in the Digital Media. He collaborates with the Interdisciplinary Observatory of Public Policies (OIPP), the Study Group on Technology and Innovation in Public Management (GETIP), and the Tracker (OxCGRT) of the Blavatnik School of Government (BSG) at Oxford University. In the public sector, he began his career at the São Paulo City Hall, contributing to the development of the Municipal 2030 Agenda. In the private sector, he worked in strategic consulting for the public sector, participating in over 50 consulting projects for executive mandates, parliamentary offices, and campaigns, utilizing data science analytics. In the third sector, he served as a student leader, contributing to the State Education Plan and the Youth Statute. In 2022, he was named Civic Innovation Ambassador by Open Knowledge Brazil. He is a member of the Coalition for Rights on the Network (CDR), the Coordination Room Against Disinformation (SAD), and the National Network to Combat Disinformation (RNCD), representing the Center for Alternative Media Studies Barão de Itararé. Linked to IBICIT and co-coordinating a project funded by CNPq, he has been contributing to the national strategy to combat disinformation through the Comitê Saúde com Ciência, as part of the Technical Chamber of Communication Strategies of the Committee to Combat Disinformation about the National Immunization Plan and Public Health Policies.
