Like the structures of smuggling groups have evolved and adapted in response to police or border enforcement, so will their systems to move money safely.
Connections between smuggling and other forms of serious organised crime remain largely unverified.
Arresting smugglers is difficult, and doesn’t make migrants less likely to seek out their services.
