Caroline Bruckner is a tax professor at American University’s Kogod School of Business and the managing director of the Kogod Tax Policy Center. An expert in small business and tax policy, she has testified before the U.S. House, Senate, and IRS. Her current research focuses on Congressional witness testimony impact, small business tax literacy, and AI’s role in modernizing tax administration. She teaches courses on business law, federal income tax, and the intersection of AI and the future of work.
Previously, Bruckner served as Chief Counsel for the U.S. Senate Committee on Small Business and Entrepreneurship and worked at PricewaterhouseCoopers and Paul Hastings LLP. She holds an LLM in Taxation from Georgetown University, a JD from George Mason University, and a BA from Emory University.
A Fellow of the American College of Tax Counsel, she is also a member of the National Academy of Social Insurance, the American Bar Association - Tax Section, and the Virginia State Bar. Committed to community service, she leads the Junior League of Washington’s Literacy Events Planning Committee and serves on the board of Community Tax Aid, D.C., where she also volunteers with AU students. In 2025, GovExec named her to the Federal 100 list for her public service contributions.
