Carlos Garcia-Soto is a Senior Scientist at the Spanish National Research Council (CSIC) whose research focuses on the Earth System, with particular emphasis on the ocean and climate, and on the integration of scientific evidence and indicators into international governance. He has contributed to major United Nations processes, including climate change negotiations (UNFCCC COPs), the IPCC, the UN World Ocean Assessment, the BBNJ Agreement and the International Seabed Authority. He has published in Nature, npj Climate Action, npj Ocean Sustainability and Earth System Science Data. His work explores how scientific evidence can strengthen international assessment and governance under accelerating global change
