Dr Beth Rowan is a researcher and advisor working at the intersection of security institutions, international law, and ethics. She specialises in how legal and ethical norms are translated into organisational practice, shaping decision-making, risk management, and institutional legitimacy in complex and politically sensitive environments.
She is a Principal Researcher at the Asia-Pacific Centre for the Responsibility to Protect at the University of Queensland, where her applied research engages accountability for atrocity crimes, civilian protection, and the practical constraints facing institutions and civil society operating in conflict-affected settings.
Beth advises governments, international organisations, and security-adjacent actors on accountability design, ethical governance, and institutional risk. She is known for bridging rigorous research with operational realities, and for translating abstract norms into advice that is usable by decision-makers.
She is also Executive Director of Women in International Security Australia and an International Humanitarian Law speaker with the Red Cross.
