Dr. Anthony DeMattee works at the intersection of theory and praxis, and combines award-winning scholarship with practical experience to understand how governments and civil society shape each other—especially in the Global South. A National Science Foundation Postdoctoral Research Fellow for Fundamental Research and winner of three APSA best dissertation awards in public law, public administration, and human rights, DeMattee’s research explores how legal rules and their enforcement influence freedoms of association and expression in hybrid regimes. His work appears in multiple political science journals, including such as African Studies Review, Democratization, The Journal of Development Studies, Journal of Law and Courts, and Policy Studies Journal.
At The Carter Center, Dr. DeMattee serves as Data Scientist for the Democracy Program, leading the Digital Threats to Democracy initiative. His current work focuses on freedom of expression laws, the evolving global information ecosystem across legacy and digital media, and evidence-based interventions that help citizens navigate complex information environments.
Before completing his Ph.D., he advised the UN World Food Programme, International Trade Centre, UNICEF, the Clinton Foundation, and the U.S. government. At The Carter Center, he now develops standards for election technologies, campaign finance, media literacy, and rigorous research that informs public policy. A first-generation college graduate, Dr. DeMattee holds a joint Ph.D. in Public Policy and an M.A. in Political Science from Indiana University, and an M.B.A. from Northwestern University’s Kellogg School of Management.
