Over 30 years' experience of engagement with Eastern Europe, especially Russia and Ukraine, as researcher, consultant, trainer, policy advisor and visiting faculty focusing primarily on public administration and city government. I have had substantial experience also in Kazakhstan,Moldova and Romania, and have also worked in Uzbekistan, Azerbaijan, Kyrgyzstan and Hungary. My involvement in the reform of Russian Federal relations over many years led to my more recent research interest in the comparative structure and governance of empires.
In analysing the structure and functioning of Russian and post-communist governance I have drawn on my background in organizational behaviour and in the relationship between power, culture and strategy.
